how do i activate it on Uplay? do i have to download a Uplay app? If i live is South East Asia, can i play it?

You have to download the Uplay Client from Ubisoft, yes. Playable for you in SEA, that's no problem.

It's not a Steam code, you'll be able to redeem it on Uplay (as mentioned on the product page).
