Hi. Well it's a Season Pass to get the DLCs. As the description says, you will get "4 DLC Packs in 2018 ". So yes, it includes DLCs

Well, as specified on the COD WWII product page, NO. "It will ONLY activate and play from specific EUROPEAN countries. FAQ: See further details on country restrictions in the notice"
