If I pre-order it here, can I still activate the game in Japan ? cuz I think in Japan they are selling a censored version and I don't want that.

Regional restrictions are not yet confirmed but we'll be sure about that prior to release and will put a notice on the product page.
That said, all the latest international Capcom releases on PC have been worldwide version (activable in Japan) and it should be the same with this one (and uncesored too).
You can preorder though and, if it appears the game is region locked, can refund by yourself as long as you don't confirm the order (reveal the key).
