More of a generic question but: If I already own (and bought) Civilization VI on Steam, can I buy the dlc here and activate it on Steam too?

If you are trying to activate an extension package or downloadable content (DLC), you must first activate the basic version of the game.
- so it means that first I need to buy Civilization VI ?

Indeed you need the base game to be able to play the DLC. Have you missed the large orange banner on the product page that warns of that?
