Help with Startup failure?

I downloaded the setup onto a hard drive and installed it but it wouldn't run so I uninstalled everything, deleted all files and redownloaded the TSCD Startup onto my actual laptop and now it won't install the game at all, it just opens up the box, I click English and then nothing happens. This has happened twice now and I really need some help with this as I have waited so long to get this game!
