There is no note about region lock on the store page, but it was not a key that can be activated from Japan.
Can I get a valid key or refund?

Hey, as mentioned on the store page (and cart) the game is region locked and can only be activated in Europe. We'll get that refunded for you but please keep an eye on the locks in future.
