Victoria 3: The Great Wave – the Japan Navy DLC is now available

Victoria 3 is getting its next major expansion pack with The Great Wave: build fleets, modernize Japan, and reshape global politics through gunboat diplomacy.

Victoria 3 is Paradox’s flagship grand strategy game, in which you navigate the turbulent 19th century as the head of state of a nation—from economics and politics to diplomacy and the military. Starting now, the game is getting its biggest naval focus yet with The Great Wave. So you can now take the term “grand strategy flagship” quite literally.

Build fleets, rule the seas

At the heart of Victoria 3: The Great Wave is the new ship designer: You decide whether to build expensive deep-sea warships for international power projection or to assemble a cost-effective coastal fleet. On top of that, you can design a custom flagship and lead your armada into decisive battles with it. If you have excess capacity, you can sell ships to other nations through trade agreements. Fleet trade as a source of income, so to speak. Another new feature is gunboat diplomacy: send your warships as a silent but unmistakable argument in diplomatic negotiations.

The Great Wave also delivers extensive narrative content centered on Japan. You’ll steer the country through the final turbulent years of the Tokugawa Shogunate—amidst internal unrest, growing Western pressure, and the question of how far to modernize or resist change. New historical characters, a Japanese architectural style, fitting music, and a fresh UI skin round out the package.
