replyYou can activate in Japan without issues, as for Japanese we're currently in contact with Bethesda for a solution on that which we hope to get a response for soon.

replyJapanese Language - We are in contact with Bethesda about this issue, we will have an answer for you hopefully within a day or two. We hope that Bethesda can sort this issue out for all of our Japanese customers. Update - Unfortunately, Bethesda can not add the Japanese language to our keys.

There are 2 different versions of the game, one is censored and only works in Germany, while the other (this one) works everywhere else and does not include German language support. As you have bought this one there is no Official German support sadly.
