What is the Level 30 character boost?
Hey, welcome to the site.
The upgrade includes Forsaken + the two previous DLC packs. There is no game included, so that's why we list it as (Upgrade) since it still requires the base game. It does not contain the Annual Pass.
The level 30 boost gives you the ability to upgrade one of your characters up to level 30 so you can start playing the Forsaken content immediately. Otherwise you'll have to level up :)
