Yes and no.

The game has already been released in Japan in March by the developer FromSoftware. The game is published by BandaiNamco in the rest of the world though. As far as I could gather BandaiNamco is holding the release back outside of Japan, because their new financial year started in April (the sales of DS3 will make this financial year look better for investors).

The game is pretty much done though, although we will see a day-1-patch on the 12th. So long story short:
They sent out keys to basically every bigger youtuber and streamer for marketing purposes and allow them to play and show content. That is why you can watch gameplay on Twitch and Youtube and read about it on forums and in the press. The "normal" people will have to wait till the 12th, though.
