What is tripping you up? You pre-order the game as it's not available until the 28th, codes are available now yes.

replyActivate it on Steam and it will display DRAGON BALL XENOVERSE 2 Deluxe Edition Pre-purchase.
I can confirm you do have the Deluxe in your account. Pre-purchase just means it'll have the pre-order bonuses, there is no difference between that and the game. You will have the game when it releases.
