You could try restarting your PC.

Alternatively there's a few other things you could try.

Try clearing the Download Cache. This can be done by going into Steam -> Settings -> Downloads -> Clear Download Cache
Switch your download server. Go to Steam -> Settings -> Downloads -> Download Region (trying various ones near you may help).
Repair the library folder by going to Steam -> Settings -> Downloads -> Steam Library Folders -> Right click on folder -> Repair Folder
