both are impossible to buy via steam in germany but i could play 2017 i bought here

Licensing rights with the brazilian football association.

It's SEGA's decision to block, though. Gamesplanet would be happy to sell to Brazil.

just to be clear, if one activates in a "valid" country ...it then works where ever whenever?
or is the lock/block throughout ...
i thought Germany was on the list BTW

Hi! It's an activation only lock. And no, Germany is not in the list of countries activation works (the game can't be sold there).

so it is not available in Thailand either?
basically there is no way of playing/activating the game (offline?) if one doesn't live in the above countries?
