I live in the US and I'm currently trying to refund the game on Steam because I didn't get the DLC bonuses. If it does go through and I buy it from here, I would get the DLC costumes right?

Great to hear! Hopefully the refund goes through, but if not I hope the Pre-Order costumes become separate DLC like what they did with Zestiria.

You can overwrite your game with this key. means the key will add the bonus/preorder to your game.

And I would pay 40 something bucks again for a pre-order DLC. I don't think I want to pay that much for DLC costumes without a refund from steam, that has a chance to become separate purchase later on.
