It varies on games, EU stores are mostly the same (DE/FR/UK) but the US store may be different. In this case language support is the same as what Steam advertises.

No worries. If it helps I just tested it and Chinese was possible to select. If you have issues try right clicking the game on Steam > Properties > Language and setting it from here (though it should default for your local language anyway).
