Yes, it was be activated in Japan too, Thank you !!
However, it had a problem for launch the game, we should install other programs to launch a game as official-information said ;)

We need to install 'xliveredist.msi' and 'gfwlclient.msi' before launch a gme, and should make an Xbox-Live -Accout (or restore accout to own PC) to play game.)
and this game should be run while login to Xbox-Live-Account.
then it was fixed, a game could be launched and play now !!
