The only places you can't activate it in are the following:

Bhutan, Brunei Darussalam, Cambodia, China, Hong Kong, Indonesia, Japan, Korea, Republic of, Lao People's Democratic Republic, Macau, Malaysia, Maldives, Mongolia, Nepal, Philippines, Singapore, Sri Lanka, Taiwan, Thailand, Vietnam

If you are outside of these countries it will work for you. There is no way to get a Steam gift for the game, you will get a Steam key and then you can gift it to another person if you wish.
