Buy and active at locked region???
I'm from Vietnam. Pes 2017 is not available in Vietnam steam store. That's why I'm here.
So, can I buy this item and active it in Vietnam?

You should be able to do that yes, there is no region lock as far as we know. It's possible it'll have the same region locks as PES 2016 (which is locked for Vietnam), if that's the case though we can refund you.
