I'm currently in Japan but I'm from EU, also my Steam account region is EU and not Japan. If I buy this version can I activate it here? Is the region lock based on my account's region or the physical one?

Adding to what my colleagues said earlier – If you activate through your mobile with a german SIM card, it will work just fine, as the GeoIP lookup would then be based on your SIM card settings. Once it's in Steam, it doesn't matter anymore.

It's usually based on your IP I believe so it wouldn't work there.

It depends on your residence country, so if you're in Japan it will not work unless you go back to Europe. Hope this helps.
