Yes i restarted and the game is there. i tried going into the store and adding the game to my basket shows a warning saying i cant buy because i already own it. I restarted steam twice and tried again adding the code and this time it said i already own the product associated with this code so i think you were right possibly it was just a bug and the problem is now solved.
