Steam says 14 hours from now, so I am not sure where you got a midnight time from.
As far as I know there will not be a preload no.

That it does, but usually games launching on Tuesday on Steam will almost always launch 12pm est 9pm pst. Not always but usually. Even if the steam counter says 8 hours, 14 etc.
Despite what time it releases that's really arbitrary to the point of preload or not. Most games have preloading these days so I had just assumed it would.

Normally only the bigger games have preloads available, since Focus Home (the publisher) is based in Europe it's unlikely to be that time for a release.
