That it does, but usually games launching on Tuesday on Steam will almost always launch 12pm est 9pm pst. Not always but usually. Even if the steam counter says 8 hours, 14 etc.
Despite what time it releases that's really arbitrary to the point of preload or not. Most games have preloading these days so I had just assumed it would.

Normally only the bigger games have preloads available, since Focus Home (the publisher) is based in Europe it's unlikely to be that time for a release.

Fair enough. I was under some impression this game had some bigger backing and wasn't as independent or small as their previous releases. I am not sure where I convinced myself of this, Thanks for the info, pre-ordered none the less as I love Mars and despite it's flaws Mar's War logs was an enjoyable game.
