Being unable to redeem your Hazmat gear (or other preorder bonuses) from the ingame rewards vendor is a Ubisoft issue, it seems. There's tons of complaints being tweeted to The Division -twitter page. The Div has replied by saying that it is being worked on.

Hell, I've even unlocked rewards gear with the Uplay points, and even those are nowhere to be found...
