Ubisoft isn't just singling out India, it's also the US, Russia, Canada and more.
It'll only activate in Europe, Oceania, Middle-East, Africa, Japan & South Korea.
We agree it sucks but that's the decision Ubisoft has made and we have to stick to it. Personally speaking I would love to offer games worldwide to everyone but we can't do that on this title, sorry!
