Hey, I think I'm having the same problem a few people are mentioning here. I get the message:

Sorry, but the following items are not available for purchase in your country. Your purchase has been cancelled.' when trying to use the activation key in Steam.
I'm in Canada. Are you able to help?
2K did make some changes during the night concerning region locks it seems. Will will refund all of those that are affected. Sorry for the trouble.
