Yes it's region locked for Japan and so no, you will not be able to play this version.

1 month from release and still no keys?
replyHey, no need to worry the publisher has not sent them yet. Usually keys are delivered before release (when a preload happens / if one does). There's still plenty of time for release and Capcom generally sends them in advance.
Sometimes keys are available prior to release, however that depends on the availability of keys and if something like a Beta happens. Worry not you'll have it as soon as they are available to us.
