Pretty sure that isn't the kill tracker, that would be given to you after you reach level 20 and finish the campaign I believe :)

That's what I thought as well, but it's the one. I was level 20 but had not finished the story and soon as I unlocked Crucible it was redeemable at Shaxx. Also slightly less lucky was me getting Coldheart from exotic engram before finishing story and claiming it. :(
