i bought the APEX EDITION but didnt receive the wenja pack unlocked what i can do?

You need to unlock some of that by playing the game, it's definitely there though.

but on uplay it doesn't shows as unlocked, how i tell its unlocked?

You need to unlock it by playing, different things in the pack are unlocked at different points.
