Hey there, sure it will work in your country.

Rockstar Social Club will be required regardless of whether not you use Steam, the only place to get it on Steam would be Steam itself. Worry not though as you can still play with your Steam friends, if you want you can even add it as a non game shortcut to get the Steam overlay - https://support.steampowered.com/kb_article.php?ref=2219-YDJV-5557

Yes you can, all versions of the game on PC use Rockstar Social Club DRM so you'll be able to play with Steam friends.

Oh, I was scared that It wouldn't, I'm used to buying steam keys and using Steam to download my games, but Rockstar is giving me a headache installing all 73 Giggs of it!.
