No that's not true at all, PC players have to wait until February 7th 10am PST / 6pm GMT on Steam as it's a global release. Console players can play tonight, but Steam has to wait until tomorrow evening (23 hours 44 minutes from now).

As for the date saying Feb 10th that's also normal :) You have the correct edition of the game and will be able to play tomorrow.
