Bit late reply, but for anyone else. I also had the Japanese version on Steam as that's where I live.
replyWhat you MUST do is uninstall everything to do with said game. Important. Remove from your account so it shows nowhere in your purchase history, most importantly game keys or similar. It's all under your account in settings on Steam. After all trace of past purchase or even demo's is gone, this will activate fine. U.K. version only which is not censored.
