I received a gift copy of this game from the US steam store and activated it in Japan. Is it a definite that these keys can't be activated by a Japanese IP? Or is it only by a Japanese store-associated Steam account? Or is that not true at all?

You have successfully activated it from a Japanese IP? Our keys at least are region locked because that's how SEGA wanted it. From us you will not be able to activate the game if your IP address is from Japan.

Keys are issued instantly after purchase for Dawn of War III. You can redeem at Steam now already. You still have to wait for final release (or preload), though :)
