You get the Cold Heart for Pre-ordering, or by getting the Deluxe Edition. The Ghost Tracker, and salute emote will be available to unlock in-game to all Destiny 2 players from December 5th :)

replyYou won't be able to track from the start, you have to at least level to 20 before you can unlock those bonuses. Either way, everyone should have them eventually :)

replyI did the two introductory Quick-Play matches in Crucible and got it as a reward
replyPretty sure that isn't the kill tracker, that would be given to you after you reach level 20 and finish the campaign I believe :)
replyThat's what I thought as well, but it's the one. I was level 20 but had not finished the story and soon as I unlocked Crucible it was redeemable at Shaxx. Also slightly less lucky was me getting Coldheart from exotic engram before finishing story and claiming it. :(
