Can I know why this game is region Locked in Saudi Arabia?

I looked for like 5 websites and all of them says "won't ACtivate at Saudi Arabia"

Is it Publisher issue? or what the issue exactly

Also one small question..

Is it Region Locked even with VPN? cause if all websites have issue with Mafia 3 at Saudi Arabia, I think I might try VPN at some point :(

Yes, it's a publisher decision which I believe was due to related to a certain issue in the region which prevented a number of games to be sold there. We do not advise using a VPN.
